Interim Report of the Panel
At a press conference with Senator Charles Grassley (R-IA) on March 1, 2005 the Panel on the Nonprofit Sector proposed to the U.S. Senate Finance Committee recommendations designed to strengthen charitable organizations and their operations.
In its Interim Report, the Panel focused on four areas:
- Actions the sector can take on a voluntary basis to improve governance and ethical conduct;
- Ways to increase transparency of charitable sector operations;
- Additional legislation that is necessary to ensure that tax exempt dollars are used exclusively for charitable purposes; and
- Stronger enforcement of existing law by federal and state oversight officials.

The Panel also asked charities and foundations to add their names to the list of sign on to the Interim Report. The list of nearly 300 who signed on is available here.
The Interim Report was based on the draft recommendations created by the Panel's Work Groups and on the public comments on those drafts.
