Frances Hill

Frances Hill is a member of the Small Organizations Work Group.

Frances R. Hill is a professor at the University of Miami School of Law and director of its Graduate Program in Taxation. She is the co-author, with Douglas M. Mancino, of Taxation of Exempt Organizations, a comprehensive treatise updated twice each year. She has written numerous articles on exempt organization taxation, on the role of exempt organizations as accommodation parties in tax shelters, and on the involvement of exempt entities in election campaigns. Professor Hill graduated summa cum laude from the University of Denver and was a Fulbright Scholar at the University of Birmingham in England. She earned her Ph.D. in comparative politics at Harvard University and her J.D. from the Yale Law School.
