Transparency and Financial Accountability

This group considered issues such as the reform of Forms 990 and 990PF, audits and reviews, and electronic filing of tax returns. Its co-conveners were Michael Bailin, president of The Edna McConnell Clark Foundation in New York, N.Y., and Walter D. Bristol Jr., executive vice president of corporate operations and CFO, American Heart Association, Dallas.

During the second phase of the Panel's work, two advisory committees examined how to improve the IRS's Forms 990. One committee focused on Form 990, the main return filed by public charities; the other, on Form 990-PF, used by private foundations.  The two groups recommended better ways to capture information that is accurate, consistent, and understandable without imposing unreasonable burdens on those organizations and changes to resolve inconsistencies between standards for the Forms 990 and for preparation of financial statements.
